The minutes from the April 14, 2026 meeting will be distributed prior to Tuesday’s meeting.
The revised DRAFT PILOT Resolution represents the latest iteration in this important project. This revision incorporates comments from the previous meeting, input from the County Mayor, and information and guidance gathered from CTAS, Tennessee statutes, and practices observed in other Tennessee counties.
The drafting and information-gathering process has been underway since December 2025, with updates regularly presented during monthly meetings of the Haywood County Commission.
As we work toward finalizing the document, the Local Government Committee respectfully invites the County Mayor and all members of the County Commission to attend the May 12 meeting.
As a general summary, the resolution seeks to:
• Promote transparency, accountability, and communication regarding PILOT approvals and payments
• Support the County Commission’s fiscal fiduciary responsibility in planning for long-term public obligations, infrastructure, and essential government services
• Provide for greater coordination, reporting, and due diligence regarding Community Acceptability, PILOT agreements, and related economic development incentives
• Establish procedures regarding the distribution of PILOT revenues connected to County obligations and infrastructure needs
