Michael J. Banks was born and raised in Brownsville, Tennessee. He graduated Haywood High School in 1991, and thereafter attended the University of Tennessee at Knoxville and graduated in 1994 with a BS in Business Administration. Michael attended the University of Memphis Cecil C. Humphreys School of Law and graduated in 1998 with a Doctorate degree in Jurisprudence. Michael returned to home to Brownsville to practice law with this father in 1998 at Banks Law Firm, P.A. He was appointed the attorney for the City of Brownsville and the attorney for Haywood County in 2008, and was also appointed the attorney for the Town of Stanton in 2011. Michael served as special counsel for the State of Tennessee for the Memphis Regional Megasite Authority beginning in 2009. He has served on numerous boards for non-profits and charities in the Brownsville-Haywood County area throughout his career.

Michael joined the Tennessee Army National Guard as a First Lieutenant in January of 2003 serving as a Judge Advocate General (JAG). In August, 2004, Michael deployed in support of Operation Iraqi Freedom and Enduring Freedom, and served in Kuwait, Iraq and Afghanistan where he served as a JAG in the 377th Theater Support Command at Camp Arifjan, Kuwait. He returned from his deployment in August, 2005. Michael attended various military schools including the Judge Advocate Basic and Advanced Courses as well as Command and General Staff College. He completed Air Assault School in 2014. He went on to study at the U.S. Army War College and graduated in 2018, earning a Master’s in Strategic Studies. Michael currently serves as the State Staff Judge Advocate for the Tennessee Army National Guard with primary duty as advising The Adjutant General of the Tennessee Army National Guard.
